Piélagos coordinated by Municipality of Piélagos and Cantabria Government (Spain)

Challenge

The issue of high visitor influxes in coastal areas is widespread. The overcrowding of these areas by vehicles has a significant negative impact, making access control and capacity management essential. It is important to provide visitors with the necessary facilities to encourage the adoption of sustainable mobility alternatives. Furthermore, integrating technology to monitor the flow of vehicles and people in coastal environments in real time is key.

Pilot action

This pilot action will take place in the municipality of Piélagos (Liencres). On the one hand, it aims to re-centre the access model around alternative “soft” mobility options, promoting access to the beach via greenways and less invasive means of transport (such as bicycles and electric vehicles). On the other hand, the project will implement the necessary technology to monitor the flow of vehicles and people. This includes Bluetooth-based mobile device detection systems, parking availability monitoring using cameras with AI systems, a data management platform, and information panels to display real-time data. Citizens and visitors will be able to access this information easily and from anywhere through mobile applications or the municipal website.
